BIS Compulsory Registration Scheme (CRS)
Ministry of Electronics & Information Technology (MeitY) has notified “Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012” on 3 Oct 2012 for fifteen categories of electronics items. Another 15 product categories were added by MeitY under this order on 13 Nov 2014.
Another 13 product categories were added by MeitY under this order on 23 August 2017. Ministry of New and Renewal Energy(MNRE) has notified products under Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 dated 05th September 2017.
As per the Order, no person shall manufacture or store for sale, import, sell or distribute goods which do not conform to the Indian standard specified in the order. Manufacturers of these products are required to apply for registration from the Bureau of Indian Standards (BIS) after getting their product tested from BIS recognized labs.
Bureau of Indian Standards (BIS) then registers the manufacturers under its registration scheme who are permitted to declare that their articles conform to the Indian Standard (s).
The registered manufacturers are then allowed to use the words “Self declaration – Conforming to IS …(corresponding Indian Standard number) along with R-XXXXXXXX(Registration number) and/or put the Standard Mark notified by the Bureau.
Compulsory Registration Scheme is operated under Chapter IVA of BIS Rules 1987
WHO CAN APPLY
- Manufacturers of any of products notified in Compulsory Registration Order( dated 03rd October 2012, dated 14th November 2014, and dated 23rd August 2016 issued by MietY) and dated 5th September 2017 issued by MNRE), located in India or outside India can apply for a grant of Registration under Compulsory Registration Scheme(CRS).
- Manufacturers have to apply for a separate Registration number for products being manufactured at different locations.
- Manufacturers have to apply for a separate Registration number for each brand being manufactured at the same location.
BIS Certification
The Product Certification Scheme of BIS aims at providing Third Party Guarantee of quality, safety and reliability of products to the ultimate customer. Presence of ISI certification mark known as Standard Mark on a product is an assurance of conformity to the specifications. The conformity is ensured by regular surveillance of the licensee’s performance by surprise inspections and testing of samples, drawn both from the market and factory.
Procedure For Grant of License For Domestic Manufacturers
The applicant has the option to choose any of the following two procedures for grant of BIS license:
Normal ProcedureSimplified Procedure
In the normal procedure, the applicant is required to submit the filled-in application along with required documents and requisite fee to the nearest BIS branch office. Subsequently, after the recording of the application, a preliminary factory evaluation is carried out by BIS officer to ascertain the capability of the applicant/manufacturer to produce goods according to the relevant Indian Standard and to verify the availability of the complete testing facility and competent technical personnel.
Samples are tested in the factory and also drawn for independent testing. Grant of the license is considered by BIS provided the samples pass during independent testing, preliminary evaluation is satisfactory and the applicant agrees to operate the defined Scheme of Testing & Inspection and pay the prescribed marking fee.
In the simplified procedure, the applicant is required to furnish the Application along with the test report(s) of the sample(s), tested in the BIS approved laboratories. If the test report(s) and other documents found satisfactory as per the rules and regulations of the BIS, proper grant letter will be issued. By this procedure, the license is expected to be granted within 30 days of receipt of the application to BIS, provided all the required documents submitted which founds satisfactory.

The Registration process involves the submission of an application form through an applicant (liaison office, local manufacturer, Brand Owner/ local office/any other firm representative the foreign manufacturer) and a compliance test report from a BIS recognized laboratory as per the applicable Indian Standard. The mandated electronics and information technology goods shall be labelled as “Self declaration – Confirming to IS (Standards No.) Registration No: XXXX” before they are placed in the Indian market after obtaining registration from BIS. The registration issued by BIS is valid for 2 years and is further renewed for 1 or 2 years based on BIS approval.

Information Technology Equipment – Safety Part (1) General Requirements
1. An Amendment No. 2 to IS 13252(Part1):2010 has been established w.e.f 14 May 2015.
2. The concurrent running of IS 13252(Part1):2010 (with amendment no. 1) and
IS 13252(Part1):2010 (with amendment no. 1 & 2) is permitted until 31 Dec 2016.
